VETERAN election lawyer Romulo Macalintal praised the resolution of the Commission on Elections (Comelec) prohibiting the substitution of candidates after the last day of filing of certificate of candidacy (CoC).

"The Supreme Court upheld Comelec's authority to set a deadline for substitution as part of its constitutional mandate to enforce and administer all laws and regulations relative to the conduct of elections," he said.
