This sentence looks either not full or not correct, or just slang. but it seems that Alishka approved a meeting today, or gave green light to a meeting today, or arranged a meeting today. Something like this.
"дал добро по встрече" would make more sense to me
Edit: maybe there is a typo: по встречКе, and then it means that Alishka was driving (probably even speeding) in the oncoming traffic line
