Question
I am a new player and currently playing as Portugal. I've already colonized 5 provinces in Caribbean and created colonial nation there, but the Treaty won't fire. While Castile also got some provinces in Colombia and got the Treaty. I'm catholic, have positive relations with Pope. Am I missing something?
