So project ghost is an operation initiated by the catholic clergy to take control of governments to have the world for them selves? If so in basic terms the clergy are like Los Iluminados and the Patriots from both from re4 & the MGS franchise?

Ok so each papa becomes the lead singer of ghost to spread the gospel of satan and if the clergy think that papa is doing poorly or not spreading the satanic gospel in their ideal way, they will be replaced by another papa?
thats a good summary I would say, the band has additional lore videos from the respective eras papaganda, and the chapters that you can watch. If you are going to watch the ghost movie highly recommend at least watching the chapters beforehand.

its basically the catholic church but satanic, the clergy we reference wanting to spread the word of satan through the band ghost, we know nothing about the clergy other than they run the show and the only members we know are sister imperator and mr saltarian (i forget if papa nihil is included in that)
Yes, in a way the Clergy are a sort of shady secret society, but we also don't know a lot about them, lore seems to have shifted a bit in time, and they seem pretty silly. Technically speaking the Clergy are just the higher ups in the specific branch of the Satanic Church that the band belongs to, so Papas are part of the Clergy.
A lot of people talk about Sister Imperator as if she's the leader of the Clergy (and by extension the whole church), but that doesn't seem to be the case-- she seems to be more of a middleman between the higher Clergy and the band (+the parish, which we can't even be sure exists, because we've seen Sisters of Sin but there's never any people in the Ministry in the Chapters. so it's unclear). So she's more of a manager of sorts.
Papas, as opposed to their catholic counterparts, don't seem to have that much political clout within the organization-- in fact they seem to be at the bottom of the Clergy's hierarchy. They're the face of the Ministry and in charge of spreading the gospel of Satan, but that seems to be about it. Prior to Nihil founding Ghost, the gospel was being spread through other unspecified means, but sometime in the 60s the Clergy decided "oh shit, you know what converts people? Rock'n'roll baby" and that's how we got the band.
The motives of the Clergy are somewhat muddled, I mean Sister Imperator talks about world domination a lot but the Papas, so far, seemed to have all had different goals-- especially Terzo, with his focus on social justice. Which might explain why they were considered failures!
