1. Introduction to Plan International Inc.

1.2 Purpose

2. Background/Context of the project

Background: Plan’s Canada Office (CNO) has received funding from Global Affairs Canada (GAC) to implement a project in Venezuela through local partners. GAC funding will allow Plan to work with Venezuelan organizations to address the critical needs of the country’s most vulnerable population.

Context:

· More than 7.3 million Venezuelans have been displaced by the humanitarian crisis.

· The public health system is in decline, with shortages of supplies and personnel.

· Adolescent girls and young women are especially vulnerable to lack of access to sexual and reproductive health (SRH) and sexual and gender-based violence (SGBV).

2.1 Project objective:

Improve the realization of SRH rights for vulnerable adolescent girls, young women and women of reproductive age in Venezuela.

2.2 Approach:

· Triple approach to address demand challenges, reduce supply barriers and improve accountability.

· Implementation by two experienced Venezuelan feminist organizations: Tinta Violeta and PLAFAM.

· Participation of key interest groups, such as community, health and educational structures.

2.3 Target population:

· 10,648 adolescents (12-19 years)

· 1,754 young men and women (20-24 years old)

· 1,242 women of reproductive age (25-49 years)

2.4 Expected results:

3. Objective, responsibilities and deliverables of the contracting of services for professional fees

Position: Project coordinator

3.1 Objective: Coordinate the implementation and monitoring of the results and activities planned in the RESPOND project in an articulated manner with local partners, Plan International offices (CNO and ROAH) and other relevant actors

3.2 Responsibilities and Activities:

Team Leadership

  • Provide technical assistance and guidance to the Plan, Tinta Violeta and Plafam project teams.
  • Ensure that roles, responsibilities and performance expectations are clearly communicated and understood by the entire project team.
  • Ensure that Plan International’s global policies on Safeguarding Children and Young People and Gender Equity and Inclusion are fully integrated into the RESPOND project team in accordance with policy principles and requirements, including relevant Implementation Standards and Guidelines as applicable. your area of ​​responsibility.

General Project Management:

  • Ensure that the planning, implementation and reporting of the Respond project is high quality and results-oriented, in compliance with donor, Venezuelan legislation and Plan requirements.
  • Supervise the project cycle management processes, including initiation, annual planning, monitoring and closure in collaboration with the PLAFAM team, Tinta Violeta, Plan ROAH and CNO.
  • Consolidate reports, annual work plans, project life work plans, purchasing plans, etc. for the review of Plan ROAH and CNO, prior to delivery to the donor.
  • Closely monitor the utilization and disbursement of project funds with the support of the Monitoring and Evaluation Technician and the Administrative Financial Technician, ensuring that funds are committed, reallocated and spent in a timely and efficient manner.
  • Provide early warnings of overspends or underspends that involve adjustments to financial planning, including requests for approval.
  • Close interaction with the Program Manager (PM) and the CNO Compliance Manager on issues related to the overall management of the Project in compliance with donor requirements
  • Close interaction with the Plan Americas office team on issues related to the overall management of the Project in compliance with donor and organizational requirements.
  • Update the project risk matrix with mitigation measures on a quarterly basis and for reporting to the donor. Timely alert ROAH and CNO when a risk becomes a problem.
  • Organize and facilitate regular meetings of the Project Management Team (EGP), Technical Advisory Group (GAT) and Project Steering Committee (CDE), ensuring that key issues are addressed and informed decisions are made for optimal project implementation .
  • Ensure that the project has a gender transformative approach, applying the tools available in Plan to apply the gender marker at least annually.
  • Coordinate the appropriate hiring and execution of project consultancies (baseline and final)

Team Coordination and Management:

  • Promote cooperation and close communication with relevant personnel from PLAFAM, Tinta Violeta, as well as the Plan de Panamá offices and to ensure the general direction and coherence of the project.
  • Promote coherence in project approaches and strategies among all organizations involved.
  • Contribute to the processes of systematization of experiences, lessons learned and knowledge management.
  • Monitor, evaluate and manage knowledge with the support of the Monitoring Specialist and

  • Organize and facilitate relevant committees and coordination meetings between key stakeholders in accordance with project management and governance structures.
  • Support the promotional efforts of each participating organization.
  • Serve as the primary point of contact for the Technical Advisory Group (TAG) and the Project Steering Committee (CDE), participating in meetings and providing updates on project progress.
  • Coordinate with Tinta Violeta and PLAFAM to ensure the support of the necessary technical staff in areas such as monitoring and evaluation, finances, gender equality, sexual and reproductive health, pedagogy and communications.
  • Coordinate with the M&E team to ensure data is collected effectively and project progress is monitored.
  • Coordinate with the financial team to monitor the progress of budget execution as planned, ensure financial and narrative reports are aligned, and identify and manage change requests and approvals.
  • Ensure all project activities are adequately documented, including meetings, events, and results achieved.
  • Identify project team training needs on donor requirements and other administrative, programmatic and financial requirements; and coordinate relevant training.
  • Manage the shared project folder.
  • Ensure active participation of project partners in validating data collection and reporting tools.

External Representation and Strategic Coordination:

Lead project representation in humanitarian coordination forums, ensuring that the project’s vision and interests are effectively communicated and considered in key discussions.

Coordinate closely with international and local partners to strengthen relationships and align efforts toward common goals, thereby increasing project effectiveness and impact.

Actively participate in thematic meetings of the Plan International regional hub, sharing progress, learnings and challenges of the project, and contributing to the formulation of coherent regional strategies aligned with the project objectives.

Context Analysis and Strategic Monitoring:

Collaborate with the liaison officer to conduct periodic monitoring and analysis of hotspots, identifying significant changes and emerging trends that may affect project implementation and results.

Prepare and present periodic reports on the Venezuelan context, evaluating how political, social and economic changes may impact project activities and strategies.

Use context analysis to proactively adjust project strategies and plans, ensuring that interventions are relevant and effective in response to the dynamic local situation.

3.3 Deliverables

  1. Project implementation Plan for the entire life of the project (which includes the work plan, gender strategy, risk matrix, sustainability and governance plan, purchasing plan and environmental management plan, among others for the first year).
  2. Preparation of Operational Work Plans, Annual Plan budgets and other documents requested by the donor.
  3. Plans for validation of non-structural constructions and environmental assessments as necessary (60 days before starting construction work).
  4. Non-structural construction progress reports as necessary for the periods April 1 to September 30 and October 1 to March 31.
  5. Project operations report for the periods April 1 to September 30 and October 1 to March 31. These reports document the progress of the project, including activities carried out, achievements achieved, progress of indicators, challenges encountered and corrective measures taken and other relevant information that is requested by the donor or Plan. The report should include an update on the risks associated with project implementation and describe mitigation strategies.
  6. Annual reports of project results Reporting period: April 1 to March 31.
  7. Asset disposition plan 30 days before project completion.
  8. Final report of results and operations: 45 days before the end of the project
  9. Detailed semi-annual reports

4. Profile

Education and formation:

University degree in related areas such as Social Sciences, Public Health, International Development or similar fields. Training and experience in sexual and reproductive rights, gender and equity, as well as in project management and community development, will be especially valued.

Professional experience:

  • Minimum 5 years of experience in the management and coordination of social projects, preferably in the field of sexual and reproductive rights and gender-based violence (GBV), with a focus on adolescents and women in vulnerable situations.
  • Previous experience coordinating and collaborating with non-governmental organizations, government agencies and other relevant stakeholders in the field of health and community development.
  • Work experience in the Venezuelan context

Specific Knowledge:

  • Extensive knowledge of sexual and reproductive rights, gender-based violence, as well as gender and equity-based approaches.
  • Familiarity with the sociopolitical and cultural contexts of Venezuela, especially in the departments of Anzoátegui and Miranda.
  • Understanding of participatory and community empowerment approaches in the design and implementation of development projects.

Skills and Competencies:

  • Excellent oral and written communication skills in Spanish and English, with the ability to write clear and precise technical and narrative reports.
  • Ability to work collaboratively and establish effective relationships with various actors, including local and international organizations, government authorities and the community in general.
  • Demonstrated ability to manage multiple tasks, priorities and deadlines efficiently, maintaining high standards of quality and meeting project objectives.
