It’s the actor. This was his temporary role before they hired him on for a permanent one. Which is super common in the law and order universe. He plays a perp/victim for one episode in season 14, then reappears as Carisi in season 16
He also appears in Criminal Intent s5 e2, Diamond Dogs as a junkie with mommy issues. It's a great episode.

Wow, this is a great list! Lot of work went into that research. Seems to be missing a few titans though: Chris Noth (L&O, L&O Exiled TV movie, and then Criminal Intent); Kathryn Erbe (Criminal Intent) was on Oz, same as Chris Meloni; Vincent D’Onofrio was on Homicide (Emmy nod for episode “The Train”); and of course Richard Belzer and Dann Florek, Homicide -> SVU.
I believe that list is actors who played different characters. Both Richard Belzer and Dann Florek played the same character on Homicide and SVU.
Same with Chris Noth. He played Logan on all the shows mentioned.
Dann Florek wasn't on Homicide. He played Cragen on the first 3 seasons of Law & Order, an episode of Season 5, then 2 crossover appearances once SVU started.

No one indicated that they had one. Carisi did used to be on the show. Spoiler alert: other detectives also play minor roles before being hired.

It really is not as straightforward as you make it out to be. It could have been Carisi undercover. Maybe Carisi had another identity before. Weirder things have happened. But this is not Carisi, it's a completely separate character, but it is the same actor and not just somebody who looks just like him.
Since OP created a post about it, it clearly wasn't as obvious to OP as it was to you, whom I'm assuming have already seen this whole episode and seen when Carisi joins the squad. OP might not have.

This is the one where Carisi shoved that shovel up that dude’s butt in the parking garage. Mike Tyson’s in that episode too if I’m not mistaken. I saw it for the first time last year.

yeah because ive been binging the older seasons and I've noticed so many actors that have a recurring role later in the series. just saw one where kelli giddish guest starred before she was rollins (8.12) and just saw one where the actor for serial killer william lewis played another role (8.15)
Yup this was before he was hired later on, the same thing happened with Bruno, he appeared on the show seasons ago as a different character and now he is part of the squad
I love when they reuse actors. I'm watching "The Good Girl" now and cracking up at Stephen Tobolowsky playing a defense lawyer as if we wouldn't remember that he was apedophile who got blown to bits in a previous episode.
