But this is not Carisi, it's a completely separate character, but it is the same actor and not just somebody who looks just like him.
Since OP created a post about it, it clearly wasn't as obvious to OP as it was to you, whom I'm assuming have already seen this whole episode and seen when Carisi joins the squad. OP might not have.

I believe that list is actors who played different characters. Both Richard Belzer and Dann Florek played the same character on Homicide and SVU.
Same with Chris Noth. He played Logan on all the shows mentioned.
