MANILA, Philippines — The extreme Northern Luzon provinces of Babuyan and Batanes are expected to have cloudy skies, scattered thunderstorms and rainshowers on Saturday, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).

Based on its 4 a.m. bulletin, Pagasa said conditions in the northernmost part of the country were caused by a shear line and could possibly cause "flash floods or landslides due to moderate to at times heavy rain."
