Question
Imagine you are the HRE Emperor, and you inherit the Byzantine throne, so Byzantium keeps the Empire rank. Let's say you keep adding the balkans to the HRE and Byzantium gets border with the HRE. Could the event for PU's to join the empire fire for Byzantium, making it join the HRE but keeping the empire government rank for being a PU, thus having two different empires within the Holy Roman Empire?
