IRRC he became the lead for a different show. That and it was kinda obvious the Gotham writers didn’t know what to do with him.

I think they could’ve had a good two-face had the actor stayed

It's kinda interesting because he's there in the season, yet he's mostly in the background and not doing much. He did a lot to interrogate Jim Gordon, and then he seemed to disappear for the most part besides doing things off-screen mentioned by Bullock.

This could be far from the actual answer, but I always felt like something that made it difficult to adapt Two-Face into this show was the Ed Nygma/Riddler split storyline. It was a fantastic story and arc for Nygma and it would have been a great approach for Dent, but the problem seemed to be that it appeared to be difficult to try something like that with Dent because it was already done. I think they had very little idea what to do with the character because it may have been difficult to do something distinct from The Riddler taking over Ed in a way that was good. Now it could have been possible and I wish that they tried, but honestly even I have trouble coming up with how to have Dent become Two-Face in a way that was different and just as good as Nygma's arc. It might have been strange to have two split-personality characters running around in the show.

While I am disappointed that we never saw Dent become Two-Face, I'll always love his debut episode and the moment he says "Don't you threaten me! I will Rip. You. Open." It's one of my favorite scenes in the whole show.

According to the pennyworth tie-in comics, Harvey dent became two-face off screen which is sad.

How did a Pennyworth tie-in comic book explain it? Isn’t the show set in the 50’s?
