I mean, he doesn't

He has a clone, that looks nothing like him, acts nothing him and is not force sensitive. And that clone had a daughter that became the most powerful force wielder in all of history with no training at all (according to disney). But said clone is a different from snoke, who is also a clone of palpatine that looks nothing like him but has force powers and do whatever palpatine wants (is snoke rey's uncle?!)

Because the idea of some woman being with the richest and most powerful man in the galaxy and having a child with him is such a bizzare thing to happen that disney prefered the former option

Just a reminder that george lucas had like 70% script of darth maul and the shadow collective being the villian of the trilogy with luke rebuilding the jedi order and leia rebuilding the new republic. Also leia would have become the chosen one by killing maul, the last remaining sith

Disney also promised lucas they would use SOME of his ideas and used none
