He is survived by : his wife Eldean Quidley Cutler; his children, Billy Earl Mitchell (Rhonda), Michael Lee Mitchell (LaDonna), Julie Perry (Michael) and Casey Cutler (Meredith); his grandchildren, Brandon Mitchell (Megan), Matthew Mitchell (Kayla), Lindsey Mitchell (Evan), Savanna Haught, Austin Mitchell (Brittney), Aaron Mitchell, Allison Perry, Jacob Perry, Marla Cutler, Reed Cutler, Sarah Broadway (Johnny) and John Oswald (Lindsay); his great grandchildren, Henry, Blair, Elliott, Emily, Maddie, Charlie, Waylon, Aiden, Mackenzie, John, Walker, Stetson and William; his brother Larry Mitchell; his nephew David; his nieces, Mary Jo and Carla; and his close friend Jennett "J. C." Clark.

Visitation was held on Thursday, May 16th 2024 from 6:00 PM to 8:00 PM at the Paul Funeral Home & Crematory (900 John Small Ave, Washington, NC 27889). A funeral service was held on Friday, May 17th 2024 at 10:00 AM at the Wayside Presbyterian Church (2023 NC-33, Chocowinity, NC 27817).
