I see one is available on the Season Pass, but I am far away from that. I’d like to do participate fully in the Spring Cleaning event.

The fastest way is to pay real $$$ and buy the ranks through atoms.
You do the scoreboard/season. The plans and weapon aren't tradeable/droppable.

Start looking through the sub tonight on how to get Max intelligence. Start doing what you can to collect those items. You obviously won't have a full set of unyielding armor, but you can still get tons of other boosts.
Grab a fallout first subscription for the 15% scoreboard boost.
Go to Westek and do the quest inside. This allows you to go in, kill a bunch of super mutants, run out and do it all over again as many times as you want, just as long as you complete the quest once. Otherwise the mutants will not respawn if you don't do the quest.
Spend the the whole morning and afternoon repeating this. You will get to the max scoreboard by the end of the day if you put your mind to it. People do it all the time. It's just tedious af.
