As far as I can tell from your log you are using Java 9? Java 9 is still prerelease so the fact it and Eclipse are not fully compatible is not surprising.
Please try Java 8.

This is just logged as a warning. Is there a substantial problem? If
you need access to the setup archive offline, you'd need to redirect it
to a local copy.
