Also, Mr 9, Mr 1, Mr 5, Miss Valentine, Ohm, and Yama were all planned to be in the game, but still haven't been added. And Conis, surprisingly enough.
And some of these characters took a while to be added. Kalgara, but also Wyper, Pell, Hina, Mr 3, and Miss Goldenweek.

Trust me, we weren't ready for Ganfor and Klagara as the best Roger counters as well lmao
that's why he looks like an step up aesthetically. they just didn't know what to release and made him BF lmao
The way I see it...we are seeing now decisions that were made years ago. That's why the game has only now adressed more seriously player to player problems like hacking. One day we might get a matchmaking that makes sense.
They also changed their 2D art sprites, but why?

I'm guessing they were planned to be playable but got put on the back-burner. Wyper uses the art from this image, so they probably redrew Hina, Mr. 3, Goldenweek, Kalgara, and Pell because these sprites were used for pink Event medals.
