What is the semiotics/interpretation of the intro to season 3 of The Wire?

I thought this intro varied the scenes a lot, maybe they wanted to give a meaning to the connection between the politicians and the sales of drugs and the articulations of this?these articulations affect the investigations of the police and public projects in the city?and a return to unresolved events of season 1?what can the fight of the dogs and the women in the strip club mean with all this? And a sledgehammer sound in the intro music?
