No, clearly the Harmon family are the main characters
The only one who ha significantly more screentime is Violet.
Quick google search shows this is incorrect. Vivian Harmon had 129 minutes of screen time where as Constance and violet had 79 minutes. Jessica Lange knows how to make an impacts. It’s merely perspective that makes it seem like she had more time.
That was a typo, I meant Vivian, both names start with V.
It's not perspective, 79 minutes is a lot plus her character has so many emotional scenes. She's the main character in the second half, the central plot is about how her life fell apart, what a terrible mother she is and her connection to Tate.
It is a lot but still less than the main cast which is why she was supporting. Just the way they categorize it.

Producers/networks regularly size up the competition in lead vs. supporting and submit based on that, if the designation is debatable.
If that year had a lot of strong contenders in lead miniseries actress, but few strong ones in supporting --> submit her for supporting.
They're really just looking to score as many awards as possible for their network. Then they can run those fancy promotional ads touting the number of wins.

According to IMDB, Connie Britton is on screen as Vivien Harmon <124:15>. In contrast, Jessica Lange is on screen as Constance Langdon <79>. That's why Connie Britton was nominated in Lead Actress that year and Jessica Lange in supporting.
Jessica and Frances have an even bigger difference (79 minutes vs 25), yet they are still in the same category. And Vivien is only present in one of the storylines, Constance is present in almost all of them and interacts with all the characters.
They submit themselves in the category. It's like in 2000 and 2001 Jennifer Aniston was in the supporting actress category and lost and in 2002 she was in the lead actress and won.
