Netbeans is a very good idea if you need a visual editor (like I do).
For my older projects I keep using Eclipse 3....

compose the EMF runtime to a zip file using the Eclipse GUI, this would

Addtionally, if you wanted to kick off a build using a web interface,
you can take a look at ours. It's not published on download.eclipse.org
like the rest of our php scripts (ie., you can't run it directly), but
it is in CVS for perusal.
