You're right it's definitely not normal. The spray is definitely more for the human than the animal. I don't know if I personally would call it abuse, it's weird, but not abuse; to me! I don't perfume my dog. I even just use the oatmeal bath on him when I take him to a self service pet wash. I do understand why/how others would call it abuse.
I call it abuse because it impairs their smell and because she is clueless about it. You can totally tell if your dog doesn't like it and her dog doesn't like it.. always overstepping their bounderies. It's like people washing cats if it is not necessary, i call that abuse too.
