For a man who is eyeing up big state infrastructure contracts, Brian Gilroy is pretty relaxed about the State’s ability to deliver such projects.

Gilroy is managing director of a new Irish subsidiary of John Laing, an international infrastructure investment firm he says could potentially spend billions on public private partnerships here.
